I would use only epoxy. Epoxy has a better bond strength than polyester. I would also use cloth not mat. Once again more strength. Grind out the bad stuff and grind a foot on either side for good bond strength. Cut and fit some heavy weave pour on the epoxy and roll out excess. I would build up 3-5 layers using lighter cloth on each coat. Watch out for amine blush between layers. If it sets you will need to sand with 80 grit and acetone wash for a good bond.
