David, allowable pressure is a function of the tanks construction. It doesn't take much pressure to rupture a square tank. If you know the manufacturer I'd check to see if they have any info. The vapor pressure for gasolines range from 6 to 15 psi (from MSDS) You should be safe testing at the 5 to 6 psi range
