The Hooka is the most simplest way to go. Even oil-less compressors can emit toxic gas if the coatings or plastic piston gets too hot. You may as well buy something that you can make sure the manufacturer designed it for your intended use. Used dive gear still has to be maintined an you can't get tanks filled without a certification and current inspections. Get a wetsuit as well. You breath harder when you get cold and it does not take long to drop your body temp even in tropical waters.

I'm with Charlie on the diving and spear fishing. Nothing beats stalking a big grouper or hogfish from a coral reef.
