Way back when I was in high school in Newport Beach, I used to work part time as a diver cleaning boat hulls. During that period, we used tanks and regulators, but finally I started using a hooka because it was such a headache keeping enough air on board. I was always running out at the most inconvenient time.

Attached is a link to a company that makes hookas for professional divers that clean hulls. Today's hookas are fantastic and you can't tell the difference between a hooka and a tank. I do not believe that you need to be certified to buy a hooka.

Cost is probably about the same by the time you factor in getting certified and get your own equipment. One added bonus with a hooka is that it is MUCH easier to store and can easily be taken offshore with you and used in the event you foul a prop.
