Tom - get some Aluminum Brightener acid and scrub them with that, full strength, with a stiff nylon brush. Will take all the crud off, including the marks from the barnicles. Any strong acid will do, incuding muriatic from the hardware store. Wear rubber gloves and eye protection and old clothes, as the stuff is agressive, but works wonders.
