I'm just going through that process now. Rough estimate, I think my insurance has gone from about 1500 to 2300 with the charter option(I'll double-check those numbers with the wife!). I bumped up the liability, forget the exact but theres a million in there somewhere. In addition, I needed to get the vessel documented and get the coastwise endorsement, that was somewhere around 150 bucks, give or take. I did it myself, it was easy, tell him NOT to get talked into using a service, I was quoted 500 dollars by a service. It was only two forms and I got the documentation back in about two weeks.

The other expense was the safety equipment, needed type 1's with lights, etc. If your friend is serious and has questions, tell him to email me. Having just been through it, I might be able to give him some insight.
