Put the zincs on the tabs, two collars on each shaft, and a pair on each rudder. They protect what they are attached to, but the combination protects (a little) other thru hulls in close proximity. Your internal bonding system will tie it all together and protect, as best it can, the rest. Zinc is cheap. Bronze & stainless is not.
