They're not supposed to be open. I have the same vintage Sportsfisherman and have always had white rubber flaps that fit under the chrome stern housing. They are about 1/16-3/32" of an inch thick and cut exactly to the inside opening dimensions. They allow water out but block water from coming in because they hit the inside lip. The flap only bends outward. They're no big deal to make and insert, but you'd best do it when she's out of the water. Walter
