open slots on my transom

I have a 1962 Bertram 31 Sportfisher.The slots that are aprox. 1/2" by 6" x 2 that allow for water to leave the boat off the aft deck to stern allow more water in than out. What is the device a typical 31 uses to prevent from in- flow. Currently these slots are naked. Thanks!
