What does WOT stand for?

It's an acronym for something, right?

And what does it mean?

Max RPMs?
Max RPMs fully loaded?

My diesel surveyor told me cruising speed for my Cummins 6BT 210's was 20% off of the 2800 RPM max. He further instructed me to run them at max RPM's for 5-10 minutes at the end of every trip to de-carb the cylinders.
