A 28 should be pretty much bullet-proof. Check the hull for cracks, make sure there's no signs of rot on the stringers or bulkheads. The 28 isn't as easy to repower as the 31, but it can be done with either Yanmar or Cummins. My 28' Bahia Mar was redone with Cummins 4bta's. I think you'll probably be able to expect a cruise in the low 20's with gas.
