need help with a repair/boating follies *PIC*

First, a customer dropped this off(picture) for a repair.
After many hours of trying to find problem, I'm stumped. Please help.Second,
Sea trialed a repower today. The engine was underturning by 600rpm. Quite a bunch. Since I have never been off more than a hundred, I told the owner somewhere I screwed up royaly.Pull the boat back out and remove prop to redo at my expense for screwing up so bad.
Well I got a call from the prop shop stating the marked dimensions on hub, with which my calculations were made did not match the size.
Somebody resized prop and did not remark.There was my 600rpm. 3" in pitch off.
Now the costs refer back to the owner.
I was wrong once, but then I was mistaken.
Sure beat the engine change out I did last week where the old and new engine was stripped to the block to be lowered in a 18"x18" hatch on its end.
Fun with boats.
