Repower- How do you know if it is right

In looking for a 31B I see so many different repowers with everything from small block GMs to 453s to Yanmars to brands I have never heard of. Often these boats appear to have few hours on them, <500.
How can you tell if the repower has been done correctly or someone is just pushing off a project that has out run their budget?
