You got water somewhere is my bet. Open cell foam was used in those boats and from my personal experience with a condition eerily similar to what you describe before I tore everything out and replaced, I can say with some level of confidence that you have a water issue. The deck and liner of mine were lumpy and detatched as well, but mine wasn't nearly as well-cared for as yours was. Find out by running a long bit thru the foam-you'll know right quick...
