You can get 28 + or - in the water tank area without having to cut the floor or bulkheads.

I think if you were to add weight to one side, you would want to add it to port. How about under the floor in the bathroom or in place of the cabinets in the head. How about saddle tanks on each side of the cockpit above the deck in place of the cockpit pockets or under the deck outboard of the engines (where the batteries typically area placed).
