My 37 Bertram had state registration numbers when I bought it and I wanted it documented, so I hired a marine documentation firm to handle the whole thing for me. They got the build letter and handled all of the documentation paperwork, well worth the money. It took some time (about three months) as the CG is very backed up most of the time processing documentation applications, but if I had done it myself I probably still wouldn't have it done.
