Anyone officially in the charter business is aware of the many difficulties. The boat owners in their marina with 6 new and different friends every Sat. and Sun. or the permits and paperwork now needed by the National Fisheries Dept. just to catch bottom species/with paying passengers, equipment-class 1 lifejackets, etc. All [over 6pass. vessels], being hull inspected must be Com. Doc. If one reads all the req. involved it is very difficult to charter without having a documented vessel. Example: Dela."owns most of the Dela. Bay, any charter N.J. boat that fishes the Bay is involved in "coastal trade", note:N.J. & Del. also have different fish regs. [I have no idea what is required on inland lakes]. The Coast Guard doesn't seem to inforce the regulations unless their is an accident. However, the IRS pays great attention to documentation in the context of establishing the proper "requirements" for charter fishing, as a business.
