My 1962 was documented when I bought it, I had it changed to Coastwise, but I did request the build letetr from Bertram, and got it. My understanding was that IF the boat was documented, it had to be Coastwise for charters, but a non-docmented boat could be chartered. There are lots of TX umbered boats running charters, although most of them probably aren't legal in other ways. On the application for my charter permit, however, it asked for documentation number OR state registration numbers.
