Rudder Ports

In re-installing the rudder ports on a 31fbc, what is the best way to get a watertight fit? I'm especially concerned w/filling the small holes made to allow the bolt holes for the packing gland to enter. It looked like the guy before me just filled them w/ black 5200 and used large washers between the nuts and the backer board for the through bolts. Is this the proper procedure? As always, all ideas are greatly appreciated. Thanks, Frank
