I'd agree, but why have it? Without it water still easily runs under the tank to the stern.

It does prevent the water from touching the gas tank, but in the event water came in from the top, it would prevent water from draining away from the gas tank.

Maybe it was put there so debris like sinkers, knives, etc. don't get stuck directly under the tank. Objects like this could possibly cause extremely high localized stresses on the tank in rough seas. I noticed that the tunnel was shaped with 2 tubes towards the outside, and it was very low in the center. This would support this argument.
