? About Tunnel Under Gas Tank

After pulling my original gas tank, I noticed a tunnel or gully under the gas tank. It appears that it was used to keep moisture from getting to the gas tank. Or maybe to allow a clear path for air to vent aft.
It is about 10" wide and runs the length of the tank from bulkhead to bulkhead. It it real thin, and was cracked in a few places. It appears to be made from Gelcoat and fiberglass.
What was the point of this piece. If it was meant to keep water from rising up around the gas tank, how did it let water get away from the tank in the event it seaped in from above?
should I fix it, replace it or remove it.
