fuel tank mounting

firstly, thanks men for the direction on strut backing. I have noticed that my '77' model 31fbc has apparently been upgraded with a fiberglass fuel tank that has been glassed to the stringers about every 6" with a strip of matting about 18" long and then glassed to the hull at the bottom as well. After reading the article in "Building Tips" about fuel tank installation in foam bedding I am concerned. Need I be?
