I believe the Plywood is used as a self aligning strut mount. As the motor shifts around on the badly worn motor mounts and beds the strut is capable of realigning itself. Plus as the strut moves around it increases surface area for better grounding.

I would look closely at everything else on this boat, if you are still interested in her. If somone is going to put plywood on the outside of the hull emmered in water, they will do lots of other "shall we say Not Smart Things".
