All you can do yourself is take the plate off . Of course empty the tank and use mineral spirits sloushing as best as you can then using a small rag with a grabbing tool or other long flexable device so you don't loose the rag and still have an ability to clean it. This is a dire last resort and I would recomend a fuel tank cleaning service. They come to your boat with a truck equipped to vaccum and clean the tank with pressure and suction. It costs a little but don't have much choice if you want it done properly. The only other sure method is to cut the top of the tank off and clean by hand . This is not too practical but believe it or not someone suggested this method to a friend of mine. Dave K
