Several newbie questions.

I am considering the purchase of a 28’ Bertram with Cummins 210’s and am hoping The Faithful can offer some answers, advice and observations:

1. Any recommendations for surveyor(s) in the Norfolk, VA area? I especially want a good survey done on the engines.
2. If I’m going to get the engines surveyed is it still worthwhile to send the engine oil off for testing? What about the transmission oil?
3. The Cummins engines have about 1900 hours on them, not, in itself, cause for concern, right? (assuming proper maintenance)
4. This boat will be used for day cruising and occasional overnight trips so I’ll need a swim platform. New fiberglass platforms are over $1500. Are there any sources for used platforms (ebay/sales forums type sources)? Should I consider teak?
5. I will not be needing the Lee outriggers. Not right away. Are they worth much to sell? I may want to fish the ocean in the future so I’m thinking of taking them and the rod holders down and storing them for future use.
6. The B28 has a kind of funky rail running up from near the engine hatch cover to the gunwale. This thing seems to be more in the way than anything else (although it is a convenient home to the rod holders) I read somewhere people frequently remove this rail. Thoughts?

(BTW, the 28 is a bit of a stretch for me so a 31 is out of the question at this point)
