I agree pretty much with what everyone else is saying. If it is as bad as mine you are in for a heck of a lot of work. I ended up renting a diesel fired, commercial steam cleaner, and even then it was not easy.

So far as paint, just be sure to use epoxy, as epoxies are the most impervious to water. Most of the marine paint manufacturers make bilge paints that are good. Personally, I have become partial to the 9100 series High Performance Epoxy, formulated for water submersion, from Rust-Oleum. It is self priming, adhers to almost everything, is very forgiving if your cleaning was not 100%, applies by brush nicely, and looks good. And it comes in many colors. It is a two part system.
