Sean,
Messing around trying to save rotted wood is like shoveling crap against the tide or leaking into the wind...
If there is even the slightest amount of moisture, epoxy can't penetrate of stick. Bite the bullet at the next convenient opportunity and replace them with either starboard or PVC Foam Board. Use 3M 5200 for the bedding.
