Tides Marine makes a decent packless rudder seal that is retro-fit & screws onto the existing rudder port, in place of the packing nut. "Buddy Boy" is fitted with a set...

You'll need to have new rudder shafts since the seals are dependant on a clean smooth surface contact. Also best if if you have the B31 style shafts that puts the tiller arm at the uppermost point of the shaft.
