Vic-Don't know what the rules are there but in NY when you go to register a newly purchased boat (in order to pay NY's 8.75% sales tax) they want a copy of your bill of sale to calculate from. That's judged as market value at time of purchase. On older boats like a 60's vintage Sportsfisherman, the "blue book" has the vessel at a very low worth, and they rarely question the bill of sale. Some get a lower bill of sale marked "In as-is condition". Can they legally tax him on the original cost of the boat back in the 60's? Shame on North Carolina. No wonder there are so many boats with "Wilmington, Delaware" on their transoms. Walter
