Bruce, there is a formula, but I was always terrible at math. Starting with the easy ones, say displacement hulls, it's the waterline length and the beam and the displacement. Most displacement boats have a hull speed in the 12 kt range. Planing hulls are much harder to figure due to bottom configuration. Take the B31 for example - the v hull with the lifting strakes complicates the equation, then throw in the shaft angle and weight/balance center of gravity. Probably the most important limiting factor is the thrust angle and weight/balance. A flat rock will skip a long ways. A round rock don't.
A good naval architect can tell you, for a price. I just told you for free.
On the other hand, I like to chase things that move slow, like oysters. Just stuffed us with some oyster saute' shucked from a sack Capt. Brent brought us yesterday as part of the world's most complicated trade involving 2 outboard motors, a sack of oysters, and a 4 wt. fly rod.
And I'm with most of ya'll, screw the hammer guns.
