Need some help from the smart guys

Planning boats run well up to a certain speed.
Most boats never exeed the speed at which they are safe to handle.
Now that diesel repowers are becoming more desirable in smaller boats, exceeding "hull" or safe speeds is a lot easier and cannot be determined sometimes until the boat is sea trialed.
Most manufacturers do not know, or do not calculate safe hull speed or say you can't.
My question is, is there a way for you to determine this speed based on hull design and dimensions if the manufacturer itself has no clue as to the safe operating speed?
