Under running a diesel will not make it last longer. In fact most of the time you will build up carbon deposits.
Talk to any commercial application of a diesel engine and see how they run them.
Most all the commercial applications of diesel engines I see have well over 10k hours when they are pulled for TBO.
A charter dive boat in my marina just changed out a 3208 two weeks ago. It had 17k hours on it and was still running but real tired.
It was run max rpm over the years all the time.

Putting in a higher hp engine than what is needed will not last longer than putting in the hp engine that is required to do the work.

It still takes a certain amount of fuel to develop a certain amount of hp. There ain't no way of getting around that fact.

My guess is that Cummins is wanting to get the engine in actual applications to develop performance data to use as a sales tool.
It is much easier to sell an engine to a customer if you can tell him yes I have the performance data for your boat or one very similar.
That way you can guarantee his performance after the install.

But as many have stated, is is too big an engine for the 31. If it were not, they would be in all the boats for the same reasons as your mechanic has suggested.

The 31 has been tweaked and tested over and over and it keeps comming back to the 240 to 315hp range. There's a reason for that.

Its up to you if you want to be a test boat and want to believe his working easy theory.

The biggest cancer to an engine is letting it sit.
Oil that protects parts from rusting falls to gravity after about a week or so and heads south to the pan. This leaves cam lobes, cylinder walls, heads, valve springs and other areas prone to rust. When an engine is started, that abrasion shortens life, not the 200 under the top running.
