Chuck, yes you do have to have 3 power legs to have 3 phase power. It sounds like you have a 3 phase delta system, with a center tap on one phase to give the 120 volt to ground on two legs. The third leg is called the high leg, and is 1.73 times the phase to ground voltage of the other two, or 208 volts to ground, is has to travel through a winding and a half to get to ground.
