CJW and Terry, you both are right, 208 is a 3 phase wye connection and two legs of a three phase connection fed to a panel will supply 120/208 single phase power. In a comercial building this is a common situation, usually when you want 277 volt for the lighting load. I would be suprized if a home service is actually 208, in most cases a transformer would be used to give a true single phase (180 deg. not 120) at 120/240. One thing I would caution when adapting a 100 amp plug to a 30 amp is proper fusing, I wouldn't feed 100 amps into a cord with at best #10 wire without overcurrent protection that amounted to anything, and 100 amps on a #10 wire will burn the dock down before it triped. While it's unlikly, if it did happen, the insurance man won't be happy.
