Charlie (he's an electrician) is right. 208 is 3 phase, and having seen the Savannah, no way two 100 amp single phase shore power connections would service that ocean liner - got to be 3 phase. Residential 3 phase is common in the South for heavy duty a/c units. It's on the pole behind my house, but I switched over to single phase 18 years ago as the 3 phase requires some fancy boxes and separate circuits, so wehn we re wired just eliminated it. 3 phase is much more efficient for large electric motors driving power equipment, a/c compressors, etc.
Anyway, again Charlie is correct about splitting 208v. 3 phase - you will get 127 volts between a hot leg and ground. I learned this the hard way with a little 3 phase genset on my old Sinking Houseboat. Lights love it, burn real bright; air conditioners and friges hate it, burns them up over time.
