Common problems over time.
First disconnect the ram from the rudders and turn helm to make sure there is no bind in the rudders as Tom suggested.Check where the helm shaft goes thru the dash. Is there a wood block as a spacer?
What happens is this block becomes wet and will start to corrode the helm top plate around the shaft seal and bushing acting like a vise and tightening down on the shaft.
If there is no wood block, check anyway.Other things to do are take apart the check valve block and service.
Drain and flush the entire system and refill with aircraft hydraulic fluid. Will not boil and will resist cold weather sludging.If you have 3/8 id lines on the boat, that should be okay for up to two helms unless you have a high cap helm building excess pressure because of the line restriction.
To answer your original question, no they are not like that if installed and service correctly.
