I have two H21 helm pumps on my B26. It's stiff.
After talking to Teleflex, they informed me that those helm pumps are still being made but push alot of fluid for my size boat. I'd bet you have the same helms. Two things that Charmen said to do to make it easier to steer...

Install larger lines,
Install a bigger ram.

Charmen rebuilt both my pumps and I purchased a new Sea Star RAM that works just fine with the Hynautic tank and H21 setup. The only thing I did not replace or rebuild was the charging block. It's still stiff, but I did not want to run bigger lines because the ones I had appeared to be in perfect shape. Charmen warned me that those pumps can build more pressure then the plastic / PVC lines I have can handle, but that is what Bertram installed factory and I'm guessing I'll be fine.
