I had a simular experience with the Captain's license at the New York office also. It took forever and if you call them, they never answer the phone.It went on for weeks! I told a fiend who was going in with all the paper work and when he heard about the long delay on a new license, he hopped in the car, drove to Boston from Long Island and walked out an hour later the same day with his license. The N.Y. office is run by civilians in regards to a license. The Coast Guard is out taking care of business!!
