The quickest thing to use is an appropriate size spanner wrench handle up thru the hole.
Use another spanner to hold the first one.

Or cut a piece of 1/2" aluminum wide enough to fit in the hole and hold it with a spanner.

Both ways use the ears inside the thru hull to keep from spinning.
