28 b scuppers

Looking for some input--my 1972 28 b with the original low deck is in need of new scuppers--I am on the Great Lakes--so with the fresh water--the boat sits lower to the water which makes it easier for the water to come back up thru the scupper. I am looking for a alternative scupper that will prevent my feet from getting wet in following seas. I do not think I will be satisfied with just replacing the vinyl flap---any recomendations?--also I noticed on newer 28's --some of the scupper areas were reduced to a circular hole but used the same scupper flap--was this for this reason.
