Jerry - the pix ID is up to the boarding officer. The purpose is to ID you as the owner, or an owner-permitted operator of the vessel, like a suspected stolen car stop, match you up with the name on the documentation. Doubt anywhere it's a crime not to have a pix ID on you while operating the boat, but just a routine law enforcement procedure to determine if you are driving a stolen boat.
I represented a fellow years ago that pulled the joker card that a state wildlife agent could not board him since he was federally documented. The Coonass wildlife guy and the local DA made a monkey out of him and it was all I could do to keep my client's sorry ass out of jail.
UV's rules of thumb when encountering law enforcement: (1) be nice; (2)never do anything that will make them remember you (otherwise, like "I'll have your job you SOB 'cause I know so and so" makes your well-connected lawyer's job harder or impossible), (3) if you are drunk, cordially refuse the breath or walk the line test, and (4) keep your GD mouth shut.
