The notion that if your boat is USCG (federal) documented, that only the USCG can board it is simply inaccurate and could lead to a mess if you try to play that joker card. Any commissioned law enforcement agent in uniform and/or showing proper credentials, federal, state, or local, while within their territorial jurisdiction, may board your boat for any legitimate reason. They may not search the interior (spaces not in plain view) of your vessel without your permission or a search warrant. You are required to show them your vessel documentation or state registration and a picture i.d. - think of it the same as a routine traffic stop in your car.
