In South Jersey State Registration is only for the money. When the State took over maintaining/patroling the inland waterway from the Coast Guard, several years ago, the inland waterway/bouy maintainence went to hell. When the State police board you they still have those black marking [non boat shoes on]. Their favorite game is, using a small boat and riding through all the marinas, taking down names[boat] and numbers and checking if the sales tax was paid, especially boats with Del., [no tax], registration. Sales tax must be paid for in the state of purchase, however, if you puchase a boat in Del. for example, and use it in NJ there is a fun usage tax calculated on the boat, which can be more than the sales tax. So people pay the sales tax instead. If you are boarded and mention to the marine police the word Documented, they look at you like a deer in the headlights, they do like to race to the next marina for coffee however.
