There are three types of boat "registrations" 1. State, 2. Yacht documentation, and 3. Commercial documentation. You need #1 for #1 and and #2, and if you ask the state they will say you also need it for #3, but UV is correct it's a federal "possesion" that isn't under their control,in any manner[in time of conflick they[feds] own it]. Either type of documented vessel[#2] can by used for loans etc. because there has been a "title search".
Here is the part few read and fewer know, according to the Federal Government NO ONE is allowed to enter the Coastal Trade[charter fishing] without a vessel meeting the min. 6 Tons Commercial Doc.[ this is not the vessel weight, but an antique formula for holding grain under deck]. A 31 just meets this requirement. Also one must pay the Coast Guard to come to the vessel and physically measure the specific boat even thought drawings are availble for production boats, like the 31. Because of No inforcement, boat owners who have 6 different friends every trip, running fishing excursions, for$,a few miles off the beach in a Parker, or like, do it illegally.
