Tom - if she's Coast Guard documented (federal) New Jersy has no juristiction over her, period. Federal marintme law totally preempts state boating laws, period. All states that I know of have adopted the registration provisions of the Model Safe Boating Act (a federal law that went into effect in Nov. 1972) that requires registration and numbering of all power boats EXCEPT those that are documented then or later under the federal system. You can convert from one registration system to the other, but going from state to federal requires a provable chain of title back to the "master carpenter's certificate" from the original builder, and with old boats that have never been federal documented, it is near impossible.
So you asked what time it is, and I told you how to make a clock, sorry, it's just the lawyer in me. Guess the simple answer is if the boat is Coast Gaurd documented, NJ cannot screw with you.
