Ian,
I consider you and our buddy Doug in Canada to be the most knowledgable when it comes to Bertram 20 reconstruction. Doug has also warned me of the potential for wet foam under the deck. I know that I can check for moisture with a meter, but how do I access the area without pulling the deck up? According to an old boating article, the B-20 Sportsman had foam under the deck outboard of the engine compartment. Mine appears to be sealed, and I do not want to deconstruct the whole boat. Give us your tricks of the trade.
