The two "must do" factors for a fiberglass holding tank are:
1. Interior gelcoated with ISO gelcoat. Isophthalic gelcoats are harder and far less permeable than standard non-iso gelcoats. Local fiberglass suppliers will generally carry at least tooling gelcoats which are iso...
You can convert standard gelcoat to iso abilities by mixing standard gelcoat with a Patch Booster. Ferro Patch Booster is a very high quality polyester resin with a very low viscosity. A mix of 1:1 will produce a very sprayable mix that sets hard and will have excellent ability to block absorption. Apply three wet coats, allowing each coat to tack up before the next coat. If it fully cures before re-application, you MUST sand the surface...
2. Minimum wall thickness must be 1/4" - This is important for both strength and permeability.
Now, as to placement in the engine compartment...
Generally you'd want the top of a holding tank to be below the base level of the head. All that I've ever seen or installed have been this way, but I'm really unsure if that's the only way. You'd at least need a siphon breaker above & between the head and the top of the holding tank if the top were higher than the base of the head.
