How about using the method recomended in West's literature for repairing water damaged core. Drill a reasonable size hole through the deck under the stanchion. Chuck an allen wrench or bent nail in a drill and use it to hog out any soggy wood under the stanchion between the two layers of fiberglass, then inject thickened epoxy to fill the void using an empty caulking tube. You can bed the fasteners in epoxy if you need extra strength. Rawleigh
