I did a repair on my B28 at the spot where the bow rail meets the deck. There is a wood core which is sandwiched between the outer and inner fiberglass. What you see is probably water squeezing out of the wood. If you need to repair it, better try it from the inside. Its rough to take apart but worth the effort to do the best job posible.
