Bob,

1st step is to totally clean and degrease the entire area... Rent a pressure cleaner for the day, short money and cuts your labor time in half at least.

Once you've got it all dry again give a good sopping wash down with denatured alcohol. The alcohol will combine with any moisture left and cause it to flash off with the alcohol.

Identify any structural repairs and do them. If you're redoing your engine beds, nows the time to do it.

There are several ways to fair out the bilge below the engines, just depends on "How Fair Do You Want It"?

Semi smooth -- Couple of coats of 2 part epoxy paint, followed by 545 Awlgrip primer and Awlgrip Linear Polyurethane Top Coat. (Yes I prefer Awlgrip in the engine spaces, just not on the outside of the boat...)

Real fair -- A couple of methods can be used...

1. Knife in Awlfair compound, after first priming with 545 Awlgrip primer, and sand the next day. Continue until you're satisfied with the surface. Lot of work, reasonably expensive...

2. What I call "Instant Fairing" -- Laminate a 1/4" thick sheet of PVC Foam Board, (see the "Tips Section"), with heavy laminate such as Formica or Pionite. Make a door skin strip template(s) of the space(s) to be covered and cut the laminated PVC. These pieces can them be bonded into place and the perimeters finished out with thickened epoxy. Bonding can be done with either epoxy or 3M 5200. 5200 is faster, (less expensive in the long run).

Once all the panels are bonded into place and joints filleted in, give it a good sanding and prime with 545.

You can carry these processes to what ever extent "Fair" is to you and your pocket book, but the "Instant Fairing" is quick, relatively simple, and looks like a million bucks.

Careful with the 5200 route of bonding... The fast set is too fast for large areas and the regular set will need to remain pressed into place for at least 5 days before pressure is removed...
